Kuzmin Igor Alexandrovich, born 22 September, 1987. Graduated (Diploma with Honors) from Irkutsk State University, the Law Institute, with a specialty in Jurisprudence, and qualification Lawyer (2009), full-time PhD studies in law at Irkutsk State University, and part-time PhD studies in law at Saint-Petersburg Academic University of Management and Economics. Candidate of Juridical Sciences (PhD) in Theory and History of Law and State; History of Studies on Law and State (2012). PhD thesis: «Teoreticheskie Problemy Ponimaniya i Realizatsii Yuridicheskoy Otvetstvennosti» (Theoretical Problems of Understanding and Realization of Juridical Responsibility), St. Petersburg, 2012 (in Russian). Associate Professor for the Department of Theory and History of State and Law at Irkutsk Law Institute (Branch) of the Academy of the Prosecutor General’s Office of the Russian Federation, Associate Professor for the Department of Constitutional Law and Theory of Law, the Law Institute, Irkutsk State University in the city of Irkutsk. Specialist in general theoretical and branch issues of legal liability, theory of legal process. Teaches courses for prosecutors at the Faculty of Professional Retraining and Advanced Training in Irkutsk Law Institute (Branch) of the Academy of the Prosecutor General’s Office of the Russian Federation on the themes: «Directorate of Public Prosecutions Over the Implementation of Legislation on the Using, Conservation, Protection and Reproduction of Forests», «Directorate of Public Prosecutions Over the Implementation of Anticorruption Legislation in the Field of Using, Conservation, Protection and Reproduction of Forests».
