The paper reviews functional objective of forest planning that implies planning based on sustainable utilization of forest resources and services to meet community requirements in the mean time providing the highest forest income feasible in specific conditions of the managed facility. Due to this objective forest planning is a valuable tool not only in forest management but in forest profitability growth and forest regulation funding as well. The paper outlines reasons of an urgent need to restore forest planning. Because it is impossible to arrange sustainable multiple forest utilization without forest planning. Specifically forest planning is an essential guarantee of sustainable forest use and forest management arrangement that is a key requirement of forest legislation. The presented statements are reviewed historically in comparison of 2 stages” before forest planning restoration period (1837–1845) when according to professor F. Arnold “abuse in forest management was unlimited” and the current critical period when ongoing accelerated depletion of economically accessible forest resources enables pre-bankruptcy condition of forest managers. The paper offers a range of operations to arrange forest planning in Russia at present stage.
