Belyaev Alexander Ivanovich
Belyaev Alexander Ivanovich, born 17 April 1958, in the agricultural settlement of «Khoperskiy pioner», Uryupinsky District, Volgograd Oblast, Soviet Union (since 1992 – Russia). Graduated from Volgograd Agricultural Institute (currently – Volgograd State Agricultural University), Faculty of Animal Science (currently – Faculty of Biotechnology and Veterinary Medicine), Department of Private Animal Science, with a specialty in Animal Science, qualification Animal Engineer, in the city of Volgograd, Volgograd Oblast, Soviet Union (1981). Candidate of Economic Sciences (PhD) in Economics and Management of the National Economy (1995), Doctor of Agricultural Sciences (DSc) in Private Animal Science, Technology of Production of Livestock Products (2004). PhD thesis: «Rynochnaya Model’ Proizvodstvenno-Tekhnicheskogo Obsluzhivaniya Sel’skogo Khozyaystva» (Market Model of Agricultural Production and Technological Services), Volgograd, Volgograd St. Univ., 1995 (in Russian). DSc thesis: «Razrabotka Metodov Ratsional’nogo Ispol’zovaniya Porodnykh Resursov Krupnogo Rogatogo Skota pri Proizvodstve Govyadiny v Usloviyak Nizhnego Povolzh’ya» (Development of Methods for the Rational Use of Cattle Breed Resources in Beef Production in the Lower Volga Region), Volgograd, Volgograd Sci.-Res. Main stages of professional activity: Professor for the department of the Volgograd State Agricultural Academy (at the present time – Volgograd State Agricultural University) (1996-2009); Assistant to the Minister of Agriculture of the Russian Federation (2009); Deputy Minister of Agriculture of the Russian Federation (2009-2011); First Deputy Chairman of the Government of Volgograd Oblast, Deputy Governor of Volgograd Oblast (2014-2018); Director for the Federal Scientific Center of Agroecology, Complex Reclamations and Protective Afforestation, Russian Academy of Sciences, in the city of Volgograd, Volgograd Oblast, Russia (2018-present). Agricultural specialist. The Honored Worker of Agriculture of the Russian Federation. Main areas of scientific activity: livestock breeding, phytomeliorative reconstruction of degraded pasture ecosystems, climate change research. Under the leadership of Alexander I. Belyaev following national and regional research and technological projects has been ellaborated and approved: sectoral target program «Development of Peasant (Farm) Enterprises and Other Small Forms of Management in the Agro-Industrial Complex for 2009-2011», program «Environmental Protection in Volgograd Oblast for 2017-2020», «The Use and Protection of Water Bodies, Prevention of Negative Impacts of Water in Volgograd Oblast for 2014-2020», amendments were made to the Federal laws: «On the Вevelopment of Agriculture», «On veterinary medicine», “On seed production», “On livestock breeding». He also took part in the development of the priority national project as: «Development of the Agro-Industrial Complex of the Russian Federation». Author and co-author of more than 140 scientific publications, including 25 monographs, 26 patents for the inventions of the Russian Federation. Author of the Russian Komolaya cattle breed, developer of differentiated technology for phytomeliorative reconstruction of forage lands, as well as information technology for drought verification for local areas.
